The Current Threat Matrix
The National Terrorism Advisory System issued a bulletin on June 22, 2025, warning that Iran's ongoing conflict with the U.S. has created "a heightened threat environment." Iran maintains a "long-standing commitment to target US Government officials" and has demonstrated sophisticated cyber capabilities to compromise critical infrastructure. Since October 2023, Iranian cyber actors have used brute force techniques to breach user accounts and modify multi-factor authentication systems, enabling persistent access to sensitive networks.
The threat isn't theoretical. On June 24, 2025, ICE arrested 11 Iranian nationals illegally present in the United States, including individuals with admitted ties to Hezbollah and an alleged former Iranian army sniper. This follows the horrific antisemitic terrorist attack in Boulder, Colorado, carried out by Mohamed Sabry Soliman, an Egyptian national who entered the country illegally and attacked a pro-Israel rally while shouting "Free Palestine."

The Lone Wolf Epidemic
Perhaps most alarming is the dramatic shift toward lone wolf terrorism. According to the Global Terrorism Index 2025, a staggering 93% of all fatal terrorist attacks in the West over the past five years were carried out by lone wolf actors. In 2024 alone, terrorist incidents in the West surged from 32 to 52 attacks. Seven Western countries, including the United States, now rank among the top 50 nations on the Global Terrorism Index.
National Institute of Justice research reveals that lone wolf terrorists typically broadcast their intentions before attacking, yet law enforcement struggles to intercept these threats because there are "no communications between members of a group to discover and interrupt planning." The majority of Western attacks now involve individuals who radicalize through social media, gaming platforms, and encrypted messaging apps, with algorithmic systems driving users toward progressively more extreme content.
The NIJ study found that while there's no standard profile, most lone terrorists are "unemployed, single White males with a criminal record" who become radicalized through military service, workplace interactions, or internet exposure. The Boulder attacker exemplified this pattern, showing classic lone wolf characteristics according to former FBI supervisors.
Cyber Warfare Against Critical Infrastructure
Simultaneously, America faces an unprecedented cyber assault on critical infrastructure. The Office of the Director of National Intelligence's 2025 Threat Assessment identifies China, Russia, Iran, and North Korea as persistent threats targeting telecommunications and infrastructure systems.
China has demonstrated the ability to compromise U.S. infrastructure through formidable cyber capabilities. CISA, NSA, and FBI confirmed that Chinese state-sponsored actors known as Volt Typhoon have penetrated multiple critical infrastructure organizations, positioning themselves for "disruptive or destructive cyberattacks against U.S. critical infrastructure in the event of a major crisis or conflict."
Russia leverages its unique strength: practical experience integrating cyber attacks with wartime military operations. Moscow's advanced capabilities and repeated success compromising sensitive targets make it a persistent counterintelligence threat.
Iran's cyber aggression has escalated following recent U.S. strikes on nuclear facilities. Iranian-backed hackers have targeted U.S. banks, defense contractors, and oil companies. After the Israel-Gaza conflict began, Iranian operatives launched multiple cyberattacks on U.S. water facilities across multiple states, demonstrating their willingness to target civilian infrastructure.
CISA Director Jen Easterly warned of an "everything, everywhere, all at once" scenario involving simultaneous attacks on critical infrastructure. U.S. agencies discovered Chinese malware in systems at Guam military bases, proving the threat extends to our most sensitive defense installations.
Border Security and Terror Infiltration
The previous administration's border failures created massive vulnerabilities. President Trump's January 2025 executive order documented that "millions of illegal aliens from nations and regions all around the world successfully entered the United States," including "potential terrorists, foreign spies, members of cartels, gangs, and violent transnational criminal organizations."
CBP enforcement statistics show encounters with individuals possessing terrorism-related records at our borders. Under Biden, approximately 11 million border encounters occurred over four years, with over 184,000 illegal aliens released into the country in early 2021 alone. The administration made just 113,000 administrative arrests in Fiscal Year 2024—a dereliction of duty that endangered American lives.
Trump's Decisive Response
Within 100 days of taking office, President Trump achieved remarkable security improvements:
Daily border encounters down 95%
Illegal immigrant "gotaways" down 99%
Over 158,000 illegal aliens arrested, including 600+ Tren de Aragua members
75% of ICE arrests targeting criminal illegal aliens
Trump designated MS-13, Tren de Aragua, and other criminal organizations as Foreign Terrorist Organizations, enhanced visa applicant vetting including social media monitoring, and began deporting terrorist sympathizers who attended funerals of terrorist leaders.

The Technological Evolution of Terror
Terrorist organizations rapidly adapt to emerging technologies, deploying artificial intelligence for propaganda and operational planning. Intelligence agencies report that ISIS has expanded its digital arsenal, producing AI-enhanced content and sophisticated online magazines in multiple languages while using encrypted platforms and cryptocurrency for funding.
The Center for Strategic and International Studies warns that "terrorism remains a threat to U.S. citizens, assets, and interests despite the national security community's decreasing focus on counterterrorism." This represents a dangerous complacency that America cannot afford.
The Path Forward
The House Committee on Homeland Security has introduced critical legislation including the Generative AI Terrorism Risk Assessment Act and the Countering Online Radicalization and Terrorism Act. However, more aggressive action is needed.
America must maintain strong border security, enhance counterterrorism capabilities, protect critical infrastructure from cyber attacks, and support policies that put American security first. The previous administration's failures nearly catastrophic consequences—we cannot afford to repeat those mistakes.
The threat matrix facing America today—lone wolf attacks, sophisticated cyber warfare, border infiltration, and technological exploitation by terrorist organizations—creates an environment where major attacks are not just possible but probable. Only through strong leadership, proper policies, and constant vigilance can we protect the homeland and preserve American lives.
The evidence is clear, the threats are real, and the time for action is now.
